To make dressing: In a medium bowl, combine honey mustard dressing, ginger, olive oil, chaat masala, lemon juice, sugar, and black pepper. Whisk until thoroughly mixed. Set aside.
Heat 1 tsp of oil in a non-stick skillet over medium heat. Add cumin and mustard seeds and heat through. Add Garbanzo beans, salt, and stir to combine. Sauté for about 2 minutes and set aside.
Onto individual plates, divide spinach, onion, and tomato. Top with cooked garbanzo beans and a drizzle of dressing, toss, and serve.
